President and CEO

Dave Guerra founded Puente Technology, LLC a Service-Disabled Veteran-Owned Small Business and 8(a) Minority Owned Small Business in 2009. Mr. Guerra has 25 years of combined business development experience in Construction and Information Technology. He is a Center for Veterans Enterprise (CVE) Service-Disabled Veteran and served 14 years active military service as a US Navy Diver (1982-1996). Mr. Guerra utilized his many years of military discipline, professional network, and entrepreneurial experience to capitalize on the Construction and Facility Maintenance opportunities within the federal and commercial small business market.

Puente expanded its market capabilities by creating a Joint Venture, Puente Costcon JV, LLC to provide even greater comprehensive services in all disciplines of construction. Puente’s reputable performance and valued services are built on safe practices, overcoming challenges and exceeding customer expectations. Our solutions are based on adaptive practices and evaluating, and delivering on specific performance measures in all phases of the projects we deliver.

Mr. Guerra is a member of the Board of Directors for the Mid Atlantic Hispanic Chamber and is passionately involved in the charitable organization known as the Walter Reed Wounded Warrior Program. Dave is very loyal and dedicated to his work and to working with and hiring veterans.

Mr. Guerra attended St. Edwards University and graduated with a Bachelor of Arts in Organizational Communication. In his spare time, he enjoys running, weight training and traveling.

Lloyd Bernstein has over 40 years experience in the construction industry. For more than 25 years of those years, Mr. Bernstein was President and CEO of a Maryland based construction firm, Costcon Construction Services, Inc. specializing in Commercial Contracting, Construction Management, Preconstruction Services and Cost Consulting. Mr. Bernstein has established a long credible history of success in cost consulting in the Maryland arena with projects over $750m. Mr. Bernstein uses cutting edge, digitized computer aided methodology and historical databases to provide accurate and detailed cost estimates at each stage of the project design. Project types—Public and Private sector clients, Healthcare, Senior Housing, Educational, Religious, Commercial and Retail.

Mr. Bernstein has an AA degree from Montgomery College, with a master in Engineering, as well as achieving a Higher National Diploma in Civil/Structural Engineering from Polytechnic of the Southbank of London/Brixton School of Building.

Rick Jackson

Vice President of Operations

Rick Jackson is the Vice President of Operations with Puente. In this capacity, Rick performs business development and manages the overall operations for his accounts in the government services market segment, particularly in the field of network infrastructure and construction management. He is responsible for upholding the highest levels of customer satisfaction with Puente solutions by working directly with customers, acting as a liaison between our customers and our internal departments, and assisting in strategic decisions and process coordination of all program operational phases from initial planning through project close.

Before joining Puente, Rick held management positions at several high-profile IT and engineering firms. His work experience includes more than 20 years of advancement and leadership at Hewlett Packard, as well as service as a data systems technician in the U.S. Navy.

Rick has a master’s degree in business and marketing from the Johns Hopkins University and a bachelor’s degree in business administration from Towson University.
